Verbal assignment of benefit is over.

From 1 July 2026, a patient's agreement to assign their Medicare benefit must be captured in an approved form — written, or electronic with a proper audit trail consistent with the Electronic Transactions Act 1999. A note that says “patient agreed verbally” no longer stands up.

What changed on 1 July 2026?
Under the Medicare reforms that commenced on 1 July 2026, practitioners can no longer rely on a patient's verbal agreement to assign their Medicare benefit for bulk-billed services. The assignment must be captured in an approved written or electronic form, and electronic approaches need to be auditable and consistent with the Electronic Transactions Act 1999.
Does an electronic signature satisfy the new rules?
Yes — electronic assignment is an approved channel when it reliably identifies the patient, records their agreement, and produces an auditable record. What does “tamper-evident” actually mean?
Each submitted AoB form is signed with an Ed25519 key over a canonical serialisation of the form's contents. Change a single character of the stored record and verification fails — the study's AoB status flips to voidand it is flagged for follow-up. You don't have to trust the database; you can prove it.
